Unable to fully close apps by double tap on home screen

I believe since IOS7, I have been unable to close apps using the method of a double tap on home screen followed by touch on the red x to close the app. The red x does not appear and when I touch the app icon it re opens. Can anybody help?

There is a different way to close apps in iOS 7. After the double tap of the Home button, you don't get the red X. All you do is swipe up on the "card" above the app icon. That's what fully closes apps now.

Thanks! I had the same problem, but this is sure a lot smoother then the old way.
