Unable to update from old iOS.

Just bought an iPad 2 and trying to download apps from the app store however, whenever I try to download it says I need to upgrade to iOS 5 or 6. I have an iPhone so I looked in general settings but there seems to be no area for me to upgrade to this and subsequently leaving me unable to download anything. Anyone know how to help? Cheers.

If you're on anything before iOS 5, you need to upgrade via iTunes and on a PC or Mac, using the USB cord.

Over the air (OTA) software updates don't come in until iOS 5 I believe. If your firmware is below that, you need to connect the iPad to a pc, open iTunes, back up the iPad, and then update it thru iTunes, as Kay mentioned.
