Basically I uninstalled them from Cydia, resprung the device, but when I go into the settings, the btstack and btmouse sections are both still there. Any way to get rid of them?

Go to your Installed tab on Cydia. At the upper right is a button titled Simple. Press it and it should change to Expert. With that button showing, see if you can find BTmouse. If you do, you can then select it and do the normal uninstall process.
That's what I think I remember doing. Of course, now that my BTmouse is gone from settings, I can't check ... so I hope this is it and helps. Good luck.
