How do I transfer apps from I pad 4 to iPad air

Hi, welcome to iPF! All you need is the same Apple ID on both devices. Apps you purchased with your Apple ID will stay in App Store - Purchased. You can go there and download them to put them on your new iPad.

Another option you have is to backup your iPad 4 (iTunes on computer or iCloud) and set up your new device, using this backup.

Just for further clarification concerning simply adding purchased apps to a 'new' iPad vs. doing a backup of the old device and then a restoration to the new one, either using iCloud or iTunes, please refer to THIS TUTORIAL - if you want to transfer your settings, data, etc. from the old iPad then using a backup & restore is the best option, as suggested above.
