Believe it or not, Vietnam is the most WiFi-connected city I have ever been too. Besides having free WiFi services that cover the whole city, EVERY single restaurant, coffee shop and convenience store offers free WiFi and most are open with no passwords required. Almost everyone in Vietnam is a tablet user because of this.
Even when traveling to technologically advanced countries in Asia like Taiwan, Japan and Korea, I have had to rent pocket WiFi and sim cards.
