THey are cards with a predetermined amount of money on it. You can buy these cards online or at local stores in the USA. Once you purchase the card, there is a code on the back of the card that you enter in the appstore or itunes on your ipad to purchase apps or music. It works out well, since you don't have to use a credit card for purchases.
