Wargames boards

I need an app where I have a map made of simple hand drawn art, which I can put pieces on and move them about at will. Basically I want to play a miniatures table top wargame using the I pad to replace all physical pieces. I have the art apps and the dice app and the rule books just need a "table and soldiers"
It would be particularly nice if the pieces had a scale which would limit how far away a piece can move from its present location....

Take a look at Tactica RTS. It is a simple division level war game for the iPad that is quite fun to play. It will remind you very much of those old board games that we played as kids.
