Web Searching for Exact Matches"

Google has recently started ignoring exact searches---at least that seems to me to be the case. I have tried enclosing strings in quotes and using logical connectives such as AND and so on without results.

Can anyone tell me how to do it on Google, or maybe suggest an alternative search engine?
