Because WhatsApp is an iPhone only app. It will not work on iPads or iPods. This is what WhatsApp has to say about it. http://www.whatsapp.com/faq/en/general/20951556

WhatsApp uses a phone number for association and identification. You can, however, install WhatsApp through iTunes or via IPA Installer (by finding the IPA in your iTunes directory), then installing "whatspad" from Cydia

The only method to get WhatsApp working on an iPod Touch and iPad is to jailbreak your device, install WhatsApp either by changing the identifier plist so that your device is recognized as an iPhone or by installing the IPA by first downloading it through iTunes, then installing it on your device. Afterwards, install the tweak WhatsPad which spoofs your WhatsApp into thinking your device is a phone, then you'll proceed like an iPhone by registering a valid telephone number (Google Voice also works) and confirm it by SMS or call.
