White dots tracking

Help. This might be a real stupid question but a couple weeks ago my screen started tracking my touches with white dots. I can't figure out what started them nor can I figure out how to get rid of them.

I am running a jailbroken Ipad wifi no 3G. It has been running JB since almost day one (five months ago) so what caused this all of the sudden?
