Why there are some iCloud unlock tools that can bypass iCloud activation lock?

I noticed that there are some software said that they can bypass the iCloud activation lock, such as Tenorshare 4Mekey, Joyoshare Activation Unlocker, is it true and safe to use? if yes, how can they do that?

There are no tools that can get past iCloud activation lock. Any site offering such a service is a scam, without exception. Any positive reviews on these sites are fake.
If it were really that easy to get past iCloud activation lock it would not be a very good form of security for your devices and the information they contain.
