Is facetime free?

How do I use FaceTime? Does it needs wifi? Or load? Or something?

FaceTime works only over wifi.

I am probably misunderstanding your question, because I just open FaceTime, go to Contacts and press on the email address I want to call.

And FaceTime is free. It comes preinstalled with the iPad 2.

while your first statement is correct it's not entirely true. If a device is jailbroken there is a tweak in cydia called my3g & facebreak that tricks wifi into believing the 3G connection is on wifi

True and FaceTime will even work on iPad 1, but without camera.

However, I was in a presumptuous mood and assumed that OP's question was for the iPad 2, which is and will still be for a while without jb.

Just remember to enable FaceTime in the settings of your device. It is free but can only be used over a wifi network.

Skype works well over both wifi and 3G. But remember it does use quota from your data plan.

Viber is good also for calls.

But Skype still is much cheaper than regular call rates of most of the networks but I am looking for more VoIP options. How are the international call rates on Viber?
