I know how to change the wallpaper, but after completing all the steps, the wallpaper does not change. How can I get to change?

Do you choose one of the options at the bottom after adjusting the wallpaper?

Yes. Cannot figure out why it won't change.

That's weird. Unless you don't tap "Cancel", the new wallpaper should appear.

Reset your iPad and try installing a wallpaper again.

Reset by pressing and holding Home and Power button until you see the Apple logo. Let go of both buttons. Your iPad will power up on it's own. This kind of reset will not remove data or change settings.

Have done that twice now. I am really at a loss, but thanks for trying to help.

You could try resetting all settings. This will set all settings to their factory defaults. No data will be lost but you'll have to re-enter passwords for sites that normally remember you and your wallpaper will be reset to the default wallpaper. If a setting somewhere was preventing you from changing the wallpaper, this should fix it.

To do the reset, go to Settings>General>Reset>Reset All Settings.
