3g connection

Even with full bars a congested or broken cell can give that problem.
At my house I have full bars but often have trouble connecting and keeping a connection during or after storms and especially during peak usage times or when emergencies happen in the area. After the earthquake recently and for a couple of days after Irene came thru using ATT was impossible even with full signal.

Have you contacted your 3G provider to see what's up? Most of them do offer some level of support.
 
If you see no bars then it may also be a local cell tower problem. Do you have any other mobile device with the same service provider? Have you checked, too, that you've not got 3G turned off in 'Settings'. Also, remember that the iPad always connects to WiFi in preference to 3G.
