3g Ipad in china... How to use 3g on china network.

I have a standard iPad running 4.3.1 and I want to use it on either China Mobile or China Unicom network. Is this possible without a jailbreak and unlock? I am told I just need to go get the 3G card and subscription at one of the above. Thanks.
