You are almost correct. I think that you simply need to initiate a launch. If a friend has already initiated one then you are given the choice of either joining your friend's launch or you can continue and initiate one of your own. My thought is that it's more likely that the launch already initiated by your friend is partly progressed and hence easier to get completed than to initiate another rocket launch of your own. However, if you do launch one of your own then it's possible that another friend (or friends) might join in your launch (but that's maybe unlikely within the given 24 hours).
