I was under the impression that the Apple developer program is free if you do not plan on submitting apps to the store.
The registration page, at https://developer.apple.com/programs/register/, says "Register for free to access Apple developer tools and resources for creating iOS and Mac apps, including Xcode, WWDC videos, sample code, and more." Yet when I try to join the iOS developer program, it asks me for a $99 fee.
I simply want to look at the Apple development tools first and then decide if I want to pay the fee. Is this possible?
