Backing up apps and files?

So I was wondering, if I can back up my apps and tweaks to my pc so I don't have to re download them every time I restore my pad? Similar to a nandroid in the droid world? Mainly saved angry bird games and the like, even more awesome if I could transfer them between my iPad one and CDMA iphone

this does nothing for what he asked.

pkgbackup or xbackup for backing up tweaks.
itunes for the apps and data.
