I was anooyed, too. 10 bucks means at least 5 x next level.
Fortunately, I managed this way:
Click on the left hand side onto one of the tasks icons with e. g. a building.
A window will appearcsaying that an upgrade of the admin building is needed.
Click the upgrade button.
In my version, it then, skipped the porter window and continued with the admin building upgrade.
That was, btw, before the last 2 software updates, but maybe it still works.
