Bluetooth ipad to ipad for streetfighter IV Volt troubleshooting

Hey, does anybody have any solutions to pairing one IPad 2 to another IPad 2 via Bluetooth?
I have turned off the wifi and associated services which could interfere but neither devices recognize or even register each other.
I've also rebooted. Any suggestions would be appreciated thanks.
