How do we want to transfer pictures or any files from iPhone to an iPad using bluetooth? Help me pleaseeeeee!

Data cannot be transferred directly between two iOS devices. If you have an app like Dropbox, you can post to the app and access it from the app in the other device.

So, what is the purpose of bluetooth if we cannot use it to transfer files from iOS device to another iOS device?
You can use Bluetooth to connect your iPad to the personal hotspot on your iPhone. You can use it to connect accessories such as wireless keyboards and external cloud drives to the iPad or iPhone. You can also use Bluetooth headsets.

Another option is transfer via wifi. The app Transfer Photo App is superb for transfers from iDevice to iDevice (and also to and from PC and Macs with your iDevice). There is an option to use Bluetooth, but both devices would need to be running the app of course.
