Browsers only use Safari settings????

I have a JB iPad2. When I try to download programs via any browser, all use the settings from Safari. For some reason the download directory for Safari doesn't contain any files.

All browsers, ie Atomic, Perfect Browser, iSwifter, Puffin all use Safari download settings. Is there some kind of tweak or a way to stop all browsers from using Safari?

Please help.
