Hi guys I have noticed my iPad doesnt have the flash if I buy one from the app store will that work and give me the flash

No. You can't magically create a flash using an App without having the LED flash hardware in the device which is included with the iPhone4 and 4S devices. The iPad does not have a flash.
Any "flash" apps you see in the App Store are either designed to use the flash hardware in the phone OR will adjust a picture taken without a flash to make it seem like a flash was used (by brightening it), OR will turn the screen into a pseudo-flashlight (a bright white screen), which cannot be used to help photography.

The lack of flash is a hardware limitation, no app can add this. Perhaps an app with a 'slow shutter' feature would help you.

There is no physical flash hardware on the iPad3 so no, you can't download one.

What you can do though is download one of the many 'flash apps' that are actually editing apps and allow you to increase the brightness and contrast settings of photos taken in low or poor light. I have not used them myself but looking through the app store there are quite a few available and they do look like they provide good results.
