Can you still download ios 4.3.5?

You can still download iOS 4.3.5. However, unless you have saved the SHSH blobs for that firmware version, you can't install it on your iPad. The signing window for that version was closed by Apple almost a year ago.
This is for any firmware version other than the current one certified by Apple: no SHSH blobs = no install.
