Cant get photo strem to update

Thought I had this photo stream thing down until my latest attempt. Been doing fine with my iPad 2 with photo stream, then bought the 3 and everything went to hell in a hand basket. I set up my iPad 3 and gave the 2 to my wife. Both iPads have the same apple I'd linked to them. Neither iPad is now getting pictures from photo stream. I've cleared the photos and toggled photo stream on and off. I've reset both iPads. I'm out of ideas.
