How can I see all my apps on the landing pages

Hi, when I turn my IPad on all my App Icon show. I have now added some new ones and now the only place I find them is in the App Store under apps bought. I would like to see Ll the icons when I switch my iPad on and then page till I get the one I need.

Does that mean they aren't on your homescreens?
When you see them in App Store - Purchased, is there a cloud next to them, or is there standing "Open"?

Look at Settings - General, if Restrictions are enabled or not.
If they are: Installing Apps shouldn't be enabled there/in this case it would be restricted.
