Can't text photos

Why can't I text a photo? I used to be able to, but now when I turn on my messages it doesn't give an option on the drop down list.

Apart from iMessage, I didn't think an iPad could send texts? If you mean iMessage, there is a camera icon in the bottom left of the composing message screen.
