The core of the operating system on an iPad is actually UNIX and it doesn't need all of the maintenance to clean up all the "crap" as with a typical Windows operating system.
As 1991-C4 mentioned, iOS is based on a professional Operating System (Unix) and therefore doesn't have the typical Windows-problems.
You don't have a registry or other crap your typical toy-OS has.
