I'm hoping you mean a new "folder" (as I've no idea what you mean by "older"...
). To create a folder, press and hold an icon until it starts to wiggle. Then, while holding it, move it on top of another icon. They will merge together and a folder drop-down window will appear.
Then, you can title the folder how you wish and add other icons to the folder - as long as your iPad is in the wiggle mode. In addition, you can move folders around just like the icons once they are created.
When you are done arranging, press the Home button to stop the wiggling.
