City/world sim games

Are there any games out there like Caesar 3 or similar where you build up a city or lands and there's an actual purpose? I am tired of all these games that are time restrained and need in app purchases for things (coins, tokens, cash, magic beans, etc). I want a fun game that isn't like FarmVille or all these other cheap level based games that try and suck in app purchases out of you. Thanks
