If the app shakes but doesn't have an "X" - the,chances are that it's a stock app (e.g. Safari, Mail, etc) and thus can't be deleted. All you can do with stock apps you don't want is stick them in a folder to hide them.

Ah. Then you probably have a restriction enabled in your Settings.
To check this (or lift the restriction), go to the General tab of your Settings app. In that tab, scroll down until you see the line titled "Restrictions." Look for the line titled Deleting Apps" and ensure it is turned OFF. Then, you can delete apps (but, not the default ones, still).
