I'll answer my own question... Hunter, Farmer, Gardener, etc all train food&water. Each can train any prepper once so no reason not to keep adding trainers.

Anyone know if the Hunter and the Farmer can train the same prepper on Food & Water? I'm guessing you are capped at skill of 10, but if you're start at let's say 6, can they both train you to get to 8?
