How can I create a new folder on the iPad so that I can transfer files (flv) from download manager so that I can download some more files?

You need an app that can play FLV files, ie a third party video player. You can transfer your flv files to it for later playback. iPads are just not set up to deal with files like a PC. All files are kept within each app and can only be sent to another app from within the app it is stored in.
