Whether you can download apps from a particular country's AppStore is dependent on your location, not your nationality. This applies even if the apps in question are free. You would have to set up a UK iTunes account, with whatever documentation they ask for.

I created a UK iTunes account with a UK address cribbed off the Internet. (I think I googled the BBC's address.) I elected to not attach a credit card and just bought free apps at first. Since then, I've had a friend buy me a UK iTunes gift card, in case I want buy something.

It's not possible unless you have a credit card registered to an address in that country.

Maybe it depends on the country you're from. In the European country I'm in, it's not possible.

There are instructions on the Internet that you can google. The key step includes your first clicking on a FREE app in iTunes and buying it under your current account. Then you sign out of your current account. Then pretend to buy another free app, at which point you'll be prompted to either sign on to your existing account or create a new account. Then you select a country and create a new account. The reason for step one (buying the free app under your existing account) is apparently that will trigger the option to not enter a credit card number when you create your new iTunes account. If you skip that step, iTunes doesn't offer you the no credit card option.

I know it works because I've created iTunes accounts in various countries where I don't live, without entering any credit card info in any of them, because I don't have credit cards there. I generally buy free apps from those stores, or if I want to pay, I get a friend to buy me an iTunes gift card in that country. (You also can buy online, but I find that less appealing.)

Once you buy apps from other countries, free or otherwise, you can update them only while signed into those specific accounts. And even if you have the apps, some apps for streaming won't allow you to stream if you're in another county. At that point, you can decide whether it's worthwhile for you to subscribe to VPN, which hides your IP address.

That's exactly how I made my iTunes account :)
