Well, you ned someone who also has facetime to use it.
I always use it with my mother, and it works very well, far bettervthan Skype for example.

FaceTime is used to make video calls over wifi and 3G (IOS6) on devices which enable FaceTime. In order to make a FaceTime call, both the receiver and sender of the call must have email addresses or phone numbers added in the address book. When you've added them as a contact, tap on their name on the FaceTime app and it should call them.
