How do you add a folder in mail?

You cannot add folders from within Mail.

Folders can only be created via webmail.

Or that, unless it is using POP.

The important thing to note is, that the email account has to be setup as either IMAP or exchange, otherwise the server folder structure won't copy over onto iPad's Mail app.
