GPS for The new Ipad

Hi guys, i bought the new ipad with wifi+4G. i'm planning to install GPS application for example Papago, i'm wondering if i did not put in any sim cards, is Papago works?

You'll be fine, the GPS will work on your iPad even without a sim card in it.
