HELP - how do I create a custom image on the upper left of the status bar?

is there an iPad app that can create png files 21x21 pixels in size? thanks!

I only have photoshop express. But it's almost impossible to get it just right.

So I got the emoji keyboard loaded but when I'm in MakeItMine, I bring up the keyboard and go to the emojicons but they don't show up. I see the dots for the different pages but nothing is displayed. If I randomly press the area where the pictures are usually displayed then they start being enteried in the text field above. I opened notepad and opened up the emojicon keyboard that they are displayed like normal, any ideas?
