Sorry, don't mean to make fun of you, but I laughed so hard when I read this that my ribs hurt. The blue screen of death has come to the iPad.
In minor compensation for laughing at you I'll add the only help I can manage.
After loading a new program it is sometimes necessary to power the iPad down and back on before it will work properly. Just hold down the power button for about 3 seconds until the red slider shows up. Slide it and wait for the iPad to finish powering down. When it's done hold the button down for a few seconds again, until the apple logo shows up, and let go. It's a good idea to power the iPad off once a week or so. It lets it clean up memory and other little things that may have started to accumulate.
For more serious problems, when shutting it off doesn't work, you can do a soft reset. Hold down the power and home key for about 10 seconds, or until the Apple logo appears. Let go and wait for it to reboot. This will take a few minutes, so be patient.
