I am new to this site and can not find my on control panel on this new ipad! Any

The control panel on iPad is the Settings app, tap the home screen icon or swipe to the right to find it via spotlight search. I think this is what you were asking.

As goofy mentioned, there is no control panel on the iPad; there is a Settings app. If I may ask - what do you want to set on the iPad (what do you want to do or make it do)? Hopefully, given your issue, we can help you set the iPad up as you wish.
