Hi, welcome to iPF!
There's a problem with Outlook/Hotmail at the moment.
From Microsoft service status:
A small percentage of mobile users may experience intermittent issues while syncing email. August 15 6:44 AM
Updates Fixing the problem is taking longer than we hoped. We'll provide an update by August 17 6:00 AM.
We apologize for the lengthy interruption in service. August 16 5:54 PM
