Hi-Speed Scrubbing: Is there a minimum video time length for this to work?

Hi All

I'm working on an enterprise iPad app which contains many videos of varied lengths. I've noticed that Hi-Speed scrubbing works on videos of 5 minutes or more, but NOT on videos shorter than 10 seconds. Is there a published limit on when Hi-Speed scrubbing works and doesn't?
