Well, just one suggestion likely of many, but if you have iPhoto on your iPad, there is a 'slideshow' option in which photos can be added and then played like a video.
As to YouTube, I've never uploaded a video there, so check their website and/or wait until others respond who may have the experience. Good luck - Dave

iMovie will let you import photos and make a movie with them. It includes Ken Burns effects so the photos can be panned or zoomed. You can export directly to YouTube from iMovie, though large movies can be a problem if your network connection is slow.
There are probably other movie making apps that will do this as well.
