How do you change your location?

I want to subscribe to a streaming service for a national TV network. However, my local station is not yet equipped to be able to participate. There are 70+ other cities in the US that are available. Not being much of a techie, I thought it would be as easy as changing the location in date/time but it's not. The iPad app still says my local station is not available even though I've changed the location to a city where it is.

Is there a way to accomplish this? Is there a way for an app to believe you're in a different city within the same country?

There are free VPN apps on the App Store that will change your IP address to a different location, however, the free ones only give you limited data per month, you would have to get a subscription for unlimited data.

I installed Tunnel Bear. It changes the IP address but I need to have it be in one of the 50 U.S. cities that support the app. Is there a way to do that?
