How to open new page on new tab on Safari?

I've just tried the Atomic Lite and it works as what you suggested with Safari.

It comes up with options of Open Link, Open in New Tab, Open in Background Tab and Copy. I don't know the difference between the Open in New Tab and Open in Background Tab though.

Perhaps the version of Safari I have hasn't got the function I ask for.

I have done what you suggested. It still wouldn't make any difference. One thing that I am very confused is the buttons. When they show ON, does it mean the current state is on or the current state is OFF and if touched the state will then be turned ON. For example the iPad is connected to the Internet at the moment. The Airplane Mode is showing ON whereas the WI-FI is also showing on. They contradict each other in whatever way we interpret the symbols. I don't know if the colours have anything to do with their implications. The former is orange and the latter is blue. By the same token I am not too sure of the setting of the Open New Tabs in Background. Anyway I suppose I have tried both ways. Could you please explain this to me?

You're right, they contradict each other. The colour should mean "enabled", afaik. They would be disabled, if they were white. If Airplane mode is working, there won't be a signal (you could check that in the upper left corner, next to "iPad"), and a small plane should be visible there. At least I hope that it was the same with iOS 5.1.1. I was mostly working with 6.

Certainly the Internet connection is available. The airplane symbol is absent while the wi-fi signal symbol is present in the left top corner.

Are you saying whether the function is enabled or disabled is indicated by the presence of colour, not the word? Where there is colour, the function is enabled, regardless of what colour. I've just tried to switch on the airplane mode and then switched it off. When I turned it off, it was white. I don't know when the airplane mode button would show ON in orange colour as I described previously while the airplane mode is not actually enabled. It is very confusing and annoying.

By the way, did you notice I had made two posts in a row last time? You might have only noticed the second post and missed the first one.

I saw this post, but had no time to answer it.
Open in new tab: the link opens (new tab) and you leave the site you're watching at the moment and are directed to the new tab.
Open in background: the link creates a new tab, but you're still where you tapped it and have to change to that tab yourself.

Colour means "enabled". White means "turned off".
