If you press and hold the attachment, you should get an "open in" dialog box. Depending on what apps you've installed, once the file has opened in that app, you have the option of (1) viewing it only or (2) saving it.

This only works if you happen to have an APP installed that is designed to handle the filetype in the attachment, (not including the worthless pre-installed viewer).
Out of the box the iPad has no capability to save email attachments, other than pictures or videos... I find this to be ludicrous.
I suppose the reason is that it forces you to go to the APP store and find a suitable APP for each file type someone might decide to send you.
So far I cannot find a free APP that provides this functionality for any file type.
