How to transfer files from Android to iPad mini ?

I have a question, there are several apps for GoodReader and VLC , which one is the right ?

GoodReader by Good.iWare
GoodReader on the App Store

VLC for Mobile by VideoLAN
VLC for Mobile on the App Store

The Save Video option may not appear if the video format is not compatible with Photos.

I really think that ^^^ is the issue. They are probable in .wmv or something akin to that and Photos doesn't recognize the format.

VLC is installed on all my devices as well as all my Mac computers. It runs every video format I've ever thrown at it.

First of all I want to apologize for taking so long giving an answer about my question and the result of your help. The fact is that I gave up because I was not in the mood of spending some money although in the beginning I was going for it. Anyway you were of a big help and maybe this thread will help someone else. I want to thank you all very much.
