Icloud calander sync

I Am getting unexpected results on my calander
I have an iPhone, iPad and exchange
I have not tried all combinations but the results is not what I expect

For example if I add a event on my iPad it does not get to the iPhone

Somehow I did see an event on the iPhone and iPad

If I change the title on the iPad It get down to the iPhone

I do not remember how I added it which device.

Sorry for the vague info

Basic question, should events sync between the devices or are there rules that dictate an owner of some type

On each device, under Settings > iCloud, do you have Calendar toggled to on?

Then on each device, in the Calendar app, click the "Calendar" button on the upper-left, then click on "Show All Calendars" and see whether you have each calendar checked.

My events are synched and showing up on several iPads, iPhone and iPod touch.
