Does any member know of an App that will allow the changing of an icons name

I think you have to jailbreak for something like that but i would never recommend it.

Since you are jailbroken, Icon Renamer in Cydia will do that. Always worth searching Cydia for key words relating to what you are trying to do. Many tweaks are named logically!
