Similar problems here, they say that a lot of plants are rotting in the ground because of the amount of water.

I have to correct: we do have problems in the village as well. i just heard that my aunt has to pump water out of her cellar, since a few days. I think she won't be the only one.
Well I hope that your aunt is ok, I remember from my time staying with friends in Germany, everyone had cellars and often used them as living spaces, is it the same in Austria?
Most of the houses do have cellars. Some use them as living spaces, but not my aunt.
So there must be others with the same problem, it sounds like a terrible situation for them all.
